Are dimension leaders movable?

Is there a way to shorten up (or move around) the leaders of dimensions? Its is very annoying to have dimensions sometimes reproject with their leaders off the part into space and I haven't found a way to move the ends around.
Is this something for an enhancement?

You can always set the length of the leaders and other paramters by changing their defaults. See File|Properties from the drawing workspace. Is that what you're looking for?
