extrude cutting a 3d sketch

So I have a part that I managed to get the surface correctly lofted but I now need to build a pocket inside of it. I want to make the first step of the pocket inset .250" and then it gets lofted to a flat bottom (sketch 11). How do I go about getting the first step? I have created a 3d sketch that follows the contour of the lofted 'surface' (3d sketch 4) fairly well but the program will not simply extrude cut a 3d sketch.

The one thing you could do is create an offset plane that is outside the part. Then create a 2d sketch on the offset plane and Extrude Cut To Geometry with a .250" Offset. Then create the final Loft Cut. The initial cut won't be .25" all around the perimeter but it will cut.
