Looking to group an imported dxf without constraining the imported design

Is there a way to group a design without constraining the imported file? I have a dxf and I need to import it to my drawing which works fine but I want it to be moved in place without constraining the whole thing and if I don't constrain then I can't dimension it without messing up.

See the picture. I want the red part to be able to be dimensioned without it distorting totally.

When you say "drawing" do you mean a 2D drawing or a part workspace with an active sketch?
Here is a short video recording of my drawing. in the video you can see when I dimension it that only part of the drawing will move along but I would like to group it so that all the red would move together as one and also not distort like you can see on the 2nd dimension I added. I would like to move as when I use the move option but with dimensions instead the move as the move does not add it at the proper place.

I don't think you're going to move the group of figures without any constraints or dimensions.
I think what I'd do would be to dimension and constrain each group of figures within their local group. Then place some dimensions between the groups as needed to control the spacing or offset. Then the whole group can be moved by dragging or adding a dimension as needed.

Try Lasso Copying the sketch with Base Point (Edit:- you can delete the original sketch after copying, by pressing the keyboard DEL Key at this point) and then using Paste Stamp to place the new sketch.
As you can't place the base point node with dimensions, you will need to add both a horizontal and vertical construction line for the nodes to Snap or Automatically Constrain on to, as you move the sketch into position.

If the entire sketch has no constraints you can select it all and move it by pressing the Alt key. It works both in the drawing area and in the sketch. After positioning I recommend you always define the constraints so as not to have any nasty tricks as you proceed with modeling.
