PauseUpdating and ResumeUpdating

@ajayre Andy, can you explain what PauseUpdating() and ResumeUpdating() does?
The reference file says "Pauses updating the part user interface" and "Resumes updating the part user interface" but I'm lost at what that means.

Was the intention of these to suspend UI redrawing whilst repeatably adding geometry? Are these functions exposed in the API?
