I am trying to put a miter flange around this edge on all 4 sides as per the pic attached
I am doing something wrong as I can't seem to get it to work
I think you need to select Miter for the sides before the top flanges can be mitered.
I suppressed your flanges and added a new set in the model, although you may not be able to open it according to your signature stating you have an older version.
