Surge Protector inadequate?

After tossing my old system and cleaning up spaghetti under desk I noticed the very old surge protector was rated at 2 amps per outlet. Thats 220 watts. Was that reason monitor was acting up? It wasn't monitor- checked another one.

Probably not drawing quite enough power for surge protector to trip, but not getting full power.

Most people also keep adding to their new computer but the forget to check that the power supply is powerfull enough to handle the load.

With the new graphics cards this can be a real bad issue.
