Just to close off this part of the thread about what appeared to be data corruption in the STEP file text section of an AD_PRT file. Appears that the AD_PRT file is actually a Microsoft COM implementation called Structured Storage. What that means is the file is really more like a folder on a PC. Inside the folder are multiple files and unused extra space. Think of it like a mini disk drive with unused clusters(or records) between used clusters(records). There is a program called SSView which can read the format correctly and shows the information.
Attached are two screen shots that show the AD_PRT in the AD_PKG I uploaded earlier. I've added AlibreCAM information into that to show how it used to fit too.
With that I think it clears up the file structure in a part file. Doesn't change the fact that the ICONs are still way to f'n big in Rev26 compared to Rev25
