I haven't got v29 yet, but there is nothing on the Alibre website for v29 help. It also usually takes Alibre a while to bring the documentation into line once a release is made and I would guess that all the changes to the UI will take quite a while to update the help system with the new dialog captures and functionality flow, etc.
 
Local help is downloaded in the installer during installation. If you need to download it, reinstall Alibre Design and turn the checkbox on. Otherwise, all dialogs will ping the online help system. Both have been updated.

Done that (again), help still seems to go to the online help. (haven't rebooted computer or re-logged in, relevant?)
 
^^^ Feeling stupid now.

Retired, non-commercial user for several years. My learning curve seems to be tending towards asymptotic in the last week. :D
