Assembling round rods

I am wondering whats the best way to assemble round rods. What do you reference to for instance to join the end of a rod to the outside circumference of another rod at 90 degrees?

Every part you insert into your assembly comes with the original planes and axis that were used to create it in the part file. Right clik on the part and select Show Reference Geometry from the pop up menu; you can then use the part's planes and axis for placing constraints.

You can also place a Tangent constraint between the end face of one rod and the side of another.
