Datum snaps to wrong side of surface

Didn't see this problem in a search so here goes:
Sometimes when adding a Datum to a 2d drawing, it will put the anchor on the correct surface but upside down. It is very repeatable when it happens, but I cannot determine what is causing it to snap this way. You can see in the jpg that you wouldn't draw the anchors that way, they are upside down.
Ideas anyone? (I've turned in a ticket FWIW.)

RMB -> on the arrowhead -> Flip Orientation

Nope I do not get that menu. The only choice I get is the regular RMB menu, Edit/Advanced Selector/Cut/Copy/Delete/Set Layer.
Of those the Edit brings up the main Datum Annotation box, where I can set the Label and leader arrowhead and Smart anchor for the box, not the arrowhead.

Yes I see now. You must have the edit window open while you RMB on the arrowhead. Most unique method, I've never seen a RMB menu nested inside of another RMB.
