DList is Empty in 2019

If i try and draw circles on a part this error comes up. It occurs when I press enter after I have typed in the dimension. The error occurs when I try to dimension. if i just drag the size no error but as soon as i dimension it boom the error turns up. It makes no difference if I save then close or open again. in fact the error message is persistent.

If I extrude the circle either Boss or Cut the error stops popping up but if I edit the sketch then the error message pops up.
If I add circles it pops up.

Other shapes don't seem to do this.

I have applied the 2019.0.1 update and no change to this

I have tried the model I first did and also created a new model where the error occurred also.

semi solved using legacy graphics.'

my laptop graphics card cannot be updated to the latest driver as its too old.

This 'DList is Empty' issue has come up a few times recently. It is triggered by a new feature in Win10, feature update 2004.

If you suffer from this problem you should make sure that 'Use Unicode UTF-8 for worldwide language support' is DISABLED. See image.
