External cosmetic thread tool fault

I experience faults when using the external cosmetic thread tool to apply threads to a hollow shaft. I was concerned about the wall thickness for the major/minor dimension so I experimented and found any size hole in a shaft prevents use of the external thread tool. Is this a problem or am I not using the tool properly?

It appears that external threads can only be placed on plane ended shafts. Bore the hole after placing the thread.

Yes, this was the quick solution, but when the hole is added the thread feature in the explorer indicates a red fault. This is an acceptable work around, but I think a bug exists here.
