Is there a way to measure circular face to another circular face distance? Or a point to a circular face distance? The dimension always goes to the centers???

Yes, edge to edge gives the desired distance. But point to face or point to edge does not. - it goes to the axis of the circle/cylinder. Why?

So you can easily measure what you want. If you want a measurement from the outer surface use the edge. I f you want to measure the center distance (which I ,at least, need more often) measure between the surfaces.
