grid only covers part of work area

I do not often use "spap to grid" but thought it might be useful in this instance- but does not seem to be, as the grid does not cover the whole screen and if you draw circles using snap to grid the circles are not constrained to the grid points?
Am i missing what this tool is useful for?
PS I -added the construction lines when the grid snap turned out to be less than usefulnot constrained to the snap?

Best Practice is to use simple sketches and in your case that is a complicated sketch.
Unless you constrain EVERY circle in the pattern you are better off placing one circle and constraining/dimensioning it, extrude cut the hole then use Feature Pattern to create the rest of the holes.
