How do I turn on the function that tells you what Alibre wants next?

You have used: Revolve Cut (Remove Material)
In other words, you have made a hole in the air. ;)
With Revolve Boss (Add Material) you can create what you have in mind.
 
i'm wrestling with is this "When i import a step file and it is oriented in the wrong way how do I change the orientation so that when it enters the assembly space it's in an a complimentary angle?

When you bring a part into an assembly you can use constraints to position it. OR use Component Placement to move and orient it the way you want.

It's been suggested before to start a New Part and import the model as a Boolean Unite then reorient the model as needed and save it with its new orientation.
 
the issue I'm having is this!! As the drawing grows in complexity, sometimes the parts will flip back to their original orientation!!! So I thought that if I change the orientation before I'm using thta would help!!

There is a flip option on the constraint tool next to the Geometry selection box if that helps.
You can also select the part then use Shift/Drag to rotate the part in the assembly workspace.
Do you have a screen shot to show the issue?
