How to make perforated tube?

I want to make a tube with radial holes like a heat shield around a muffler, but I can't figure out how to start! I can make a tube but do I need to add tangent planes and sketches for each hole or is there something simpler?

Very simple actually. Create your cylinder then extrude cut one hole. Next use 'circular feature' then 'linear feature' to create the pattern you want want.
