Install issues: 1607 error

I'm trying to install 9.1 on a computer I haven't used in about a year.
It had 9.0 on it and wouldn't open files from 9.1

I D/Loaded 9.1, but I get the error message:

Unable to Install Install shield Scripting Runtime
