How might I model a part with a draft in two directions?

There are multiple ways you can do this. Here is one method.

Slipstick -- Based on the two views presented, I will assume that the "2 inch long foot" shown in the Rotated Plan View of Section A-A applies several places to the Part in question. My approach would be to Sketch & Extrude the Plan View shape and then Sketch & Extrude Cut the "tapers" shown (and I assumed dimensioned elsewhere). Finally, I would Fillet the "Foot" and (if necessary) Copy the entire Feature Set as required to place multiples accordingly. Then I would Exytrude 1-7/32 diameter piece accordingly.
