Ralf mentions the webinar above where they go through the steps. If you don't have time to watch that (they go into more detail), here are the steps:
It's very simple. Let's say we have a model of a lamp and we want the light bulb to glow (and light up things around it like a real light bulb). Easy as pie. You apply a special kind of texture to the light bulb (the same kind of texture you use as an environment map).
Not literally the same texture as the environment map, but the same file type (.HDR).
So right click on lightbulb model -> Texture ... -> Select the HDR image. Done.
If you want I will post an hdr image of just "white light" that you can use, if you don't know how to make one in PhotoShop.
Note that you should have Detailed Indirect Illumination on to see it.
