OK What Am I Doing rong

I am trying to design a cooling fan should (shown below) The arrows point to the faces I want to shell. I have included the part file

I didn't open your part. The following is general information that usually messes up shells for people.

Shell will always apply to the entire part - including the areas that are too thin like around the edges and the holes. If you want to shell this you will probably have to reorder/redesign your part so there are no thin areas before the shell and put the rest after the shell. Alternatively for this it would probably be better to do an extrude cut.
