Old-school dimensioning?

This is the 2nd time I've come across a dimension like this on a drawing made by one of the guys RIVCO had doing CAD before me. I've actually met one of them, Marty, who by my best estimate is pushing 60.

It's a reference dimension between two tapped holes on top of a handlebar riser, on a centerline that goes from center-to-center. The dimension is labeled as "28+00B0", but I actually measure the center-to-center distance as 1.589"

I'm guessing this is either some old style dimension that my high school tech class (still using CADKEY 98 last I heard) didn't teach me or a machining note, which I wouldn't know anything about.

Just curious :)

I have seen this happen many times when a file was imported or exported and I have to agree with NateLiqGrav that it is unicode or some other special coding from the original program that was not recognized later.
