Scaling a drawing.

I am working on a drawing that needs to be scaled. My actual piece is 40" wide and I need to put it on a 8.5' x 11" sheet of paper.

If you create a model at full size you can then create a drawing of that model and scale the view so it fits on the drawing sheet.
You cannot draw on the 2D drawing format and scale it down. You need to start with the 3D model and then create a 2D drawing for that model.
