The Modes for Dimensioning in a Drawing

There are a few different modes for adding dimensions to a drawing.

If you first select the view and then the dimension tool it will enter into "view sketch mode" and will only dimension in that selected view. That is the same as if you right click on the view and then click "Activate Sketch In View". This mode will be useful to dimension in views that are fully or partially overlapped by another view.

If you start the dimension tool with no views selected it will enter into a "dimension only sketch mode" that will let you move from view to view and dimension. Keep in mind that if another view fully or partially overlaps the one you want to dimension in this mode it may block your mouse.

If you are in a sketch on the sheet you can not dimension any of the views. This mode is active when you right click outside of all views and then click "Activate Sketch On Sheet".
