I don't know of any straight forward way of achieving what you need. What I think you are trying to do is specify a constraint that has a small degree of flexibility. So we are left to consider work arounds.

I opened the handle and I can see that the 5" dimension appears as 5.000307" when double clicked. Changing the dimension to 5, resets the dimension to 5.000000". The handle then aligns correctly with the base.
